The Revised Plan Amendment Project Area contains approximately 423 parcels, of which 382 are improved with buildings. The remaining 41 parcels function as parking lots, storage lots, or are vacant. More than 50% of the land use in the Project Area is residential. This includes detached and attached housing units, SRO hotels and live/work units. Approximately 38% of the land use is commercial, including land uses such as tourist hotels and motels, offices, and retail stores. The remaining land uses comprise all other land use categories. Zoning controls applicable to the Project Area include: Residential Enclave District (RED), Residential Service District (RSD), Service / Light Industry / Residential (SLR) District and Public (P) District.
Document Description
The Redevelopment Plan Amendment proposes to convert the SOM Earthquake Recovery Redevelopment Project Area to a redevelopment project area, authorize the Agency to use tax-increment financing to alleviate physical and economic conditions of blight and to use eminent domain to alleviate these blighting conditions. In order to finance projects and programs that would alleviate the conditions of blight, the Redevelopment Plan Amendment would also include:
- An amended expiration date, which extends the redevelopment plan by 10 years (from June 11, 2010 to June 11, 2020);
- Extended deadlines for the Agency to incur and repay indebtedness secure by tax increment funds; and
- Increase the aggregate amount of tax increment the Agency may receive (from $102,000,000 to $200,000,000) and the maximum amount of bonded indebtedness the Agency may have outstanding at any one time (from $60,000,000 to $80,000,000).
