Document Description
The proposed action consists of a revision to the Compostable Materials Handling Facility Permit (CMHFP) by the San Diego County Solid Waste Local Enforcement Agency to allow for the existing organics composting facility to accept an increase of an additional 200 tons per day (TPD) of agricultural material, green material, food material, vegetative food material, wood waste, and animal manure and increase the design capacity to 217,400 cubic yards. Currently, the compost facility processes up to a total of 200 TPD of agricultural (including animal manure) material, green material, and food waste through a mobile Covered Aerated Static Pile (CASP) composting system using Best Available Control Technology (BACT) to reduce odorants and off-gassing pollutants. The proposed increase does not generate a new waste stream; it diverts suitable organic waste into the CASP system that would have otherwise been disposed of into the landfill. The composted material can be beneficially re-used onsite for landfill operations (i.e., landfill cover, erosion control, etc.) or can be exported offsite for use as a soil amendment compost. The issuance of the revised CMHFP does not require changes to the current Major Use Permit for the landfill site in which the composting operation is located, and the organics composting operation is consistent with previous land use approvals.
