The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement pursuant to Section 1603 of the Fish and Game Code to the project applicant, Mr. Jim Cook representing Pacific Lumber Company. The applicant proposes to commercially extract gravel from the Eel River (Elinor Bay), Humboldt County, in accordance to the recommendations of the County of Humboldt Extraction Review Team during 2001.
