THE PROJECT IS AN AREA PLAN WITHIN A REGIONAL PARK AND A SITE-SPECIFIC RELAMATION PLAN DESIGNED TO PARTIALLY IMPLE- MENT THE AREA PLAN. THE PROOSED AREA PLAN WOULD ALLOW EXCAVATION, BORROW, AND HABITAT RESTORATION ACTIVITIES. THE PURPOSE OF THE AREA PLAN IS TO ALLOW FOR THE RESTORA- TION OF RIPARIAN AND WETLANDS HABITAT, EXPLORE MITIGATION BANKING OPPORTUNITIES AND IMPROVE LAND MANAGEMENT FOR THE REGIONAL PARK.
