THE 1995 CONTRA COSTA CONGESTION MANAGEMENT PROGRAM UPDATE REPRESENTS THE SECOND UPDATE OF THE CMP, A STATE-REQUIRED PROGRAM. THE CMP CONTAINS TRAFFIC LEVEL-OF-SERVICE STAND- ARDS APPLIED TO A CMP NETWORK, PERFORMANCE MEASURES TO EVALUATE MULTIMODAL SYSTEM PERFORMANCE, A 7-YEAR CAPITAL IMPROVEMENT PROGRAM, A PROGRAM TO EVALUATE LAND USE IMPACTS ON THE REGIONAL TRANSPORTATION SYSTEM, AND A TRIP REDUCTION ELEMENT. AMONG OTHER CHANGES, THE 1995 UPDATE RESPONDING TO THE PASSAGE OF AB 1963 AND OTHER CHANGED CONDITIONS, ADDED NEW ROADWAYS TO THE CMP NETWORK, ESTABLISHED A NEW PERFORMANCE ELEMENT, AND NEW OPTIONS IN THE LAND USE EVALUATION PROGRAM AS WELL AS REVISING THE
