THE DEPT. OF MENTAL HEALTH PROPOSES MINOR STRUCTURAL MODIFICATIONS TO IMPROVE THE TORSIONAL PERFORMANCE OF THE CT EAST A, CT WEST A. AND R&T BUILDINGS, PROVIDE LATERAL STIFFNESS, AND STRENGTHEN THE WINGS TOGETHER AS WELL AS TRANSFER FORCES ACROSS THE INTERSECTION AREAS. THE PROPOSED RETROFIT SOLUTION WOULD SIGNIFICANTLY REDUCE THE POTENTIAL FOR STRUCTURAL DAMAGE DURING A MAJOR EARTHQUAKE
