THE REPLACEMENT OF A CONDITION WITHIN AN EXISTING MAJOR USE PERMIT FOR QUARRY, ASPHALT AND CONCRETE FACILITIES. THE ORIGINAL CONDITION REQUIRED A FIXED ANNUAL PAYMENT TO THE CITY OF CHULA VISTA. THE REPLACEMENT CONDITION WILL REQUIRE PAYMENTS TO THE CITY OF CHULA VISTA BASED UPON THE NUMBER OF PROJECT TRUCKS THAT ARE DIRECTED THROUGH THE CITY. THE PURPOSE OF THE CONDITION IS TO MITIGATE THE EFFECTS OF POTENTIALLY INCREASED ROAD MAIN- TENANCE REQUIREMENTS RESULTANT FROM A POTENTIALLY INCREASED LEVEL OF TRUCK TRAFFIC WITHIN THE CITY RELATED
