The California Department of Toxic Substances Control (DTSC), pursuant to Division 4.5, California Code of Regulations, Title 22, Chapter 20, prepared an approval for the Class 1* Permit Modification (Permit Modification) pursuant to California Health and Safety Code section 25200 at the Industrial Service Oil Company Inc. (ISOCI), Hazardous Waste Facility (Facility) located at 1700 South Soto Street in Los Angeles, CA 90023. The Permit Modification is to incorporate changes made to the Facility closure plan and closure cost estimate. Changes were made due to the completed installation of tanks 44 and 45. These tanks, in conjunction with existing tank 600, comprise the previously permitted Hazardous Waste Management Unit (HWMU) 8 – Resource Conservation Recovery Act (RCRA) Fuel Blending unit. Prior to putting these tanks into service, modification of the closure plan and the closure cost estimate are required. The modified closure plan and closure cost estimate includes procedures to clean close all hazardous waste management units at the facility, including the RCRA Fuel Blending unit. The existing Permit authorized the construction of these tanks 44 and 45; however, these two tanks were not included in the previously approved closure plan or closure cost estimate. There are no anticipated operational changes and no ground disturbing activities proposed by ISOCI. This Addendum to the previously certified Environmental Impact Report (EIR) has been prepared to address activities associated with the Permit Modification. The purpose of this Permit Modification is for modification of the closure plan and closure cost estimate for the Facility. The Facility is located on an approximately 5-acre parcel and has been in operation since 1974 in the City of Los Angeles. ISOCI originally obtained the Hazardous Waste Facility (HWF) Permit for the Facility in 2008. ISOCI receives, stores, and/or processes petroleum waste such as used oil, wastewater, and oil/water mixtures, RCRA fuels and waste antifreeze. There is no disposal of hazardous waste or any other waste on-site. Waste that are not recycled or transferred on-site are transported to offsite authorized recycling or disposal facilities. There are no anticipated operational changes proposed and no proposed ground disturbing activities. This project requires no construction or physical changes. ISOCI has been permitted since 2008, renewed in 2023, and the Permit Modification captured within this Addendum would not result in any new or substantially more severe significant impacts on the environment.
