Document Description
The proposed action involves the construction and operation of an approximately 1.5-mile-long, six lane prime arterial. The planned State Route improvements will increase the capacity of the state highways from four lanes to six lanes to accommodate projected traffic volumes at acceptable levels of service. The SR-54/94 roadway widening project was initially an outgrowth of the Rancho San Diego Specific Plan development and associated tentative map requirements, and was directed toward fulfilling Caltrans and FHWA transportation plans. Environmental studies were performed in 1993 to comply with Caltrans and FHWA regulations. Although the proposed action is now a County responsibility, the EIR analysis will be based primarily on previously prepared environmental documents addressing biological resources, cultural resources, and visual resources studies. Subsequent new work addressing biology and cultural resources, as well as incorporation of revised engineering plans will be included in the Technical Appendices.
