PROPOSED REMEDIAL ACTION IS INSTALLATION OF AN ASPHALT CAP AND PRODUCT SKIMMER WITH A GROUNDWATER EXTRACTION TREAT- MENT SYSTEM. THE ASPHALT CAP WOULD COVER THE SOIL CONTAM- INATED WITH ASBESTOS, METALS, PCBS, AND PAHS. THE PRODUCT SKIMMER WOULD EXTRACT THE FLOATING PRODUCT AND THE GROUND- WATER EXTRACTION SYSTEM WOULD REMOVE ANY DISSOLVED PCBS IN THE GROUNDWATER.
