SECOND PHASE WILL USE A CONTRAC- TOR TO REMOVE DEBRIS LARGER THAN 1 IN. IN DIAMETER AND 12 INCHES LONG. IMPACKTS TO SENSITIVE ECOSYSTEMS & SPECIES WILL BE MINIMIZED.
