THE CONGESTION MANAGEMENT PROGRAM IS A STATE MANDATED EFFORT TO REDUCE TRAFFIC CONGESTION AND IMPROVE MOBILITY IN URBANIZED COUNTIES. THE 1995 CMP WILL CONTAIN 9 ELEMENTS: SYSTEM DEFINITION, TRAFFIC LOS STANDARD, MULTIMODAL PERFORMANCE MEASURE, TRIP REDUCTION AND TDM, MODEL AND DATA BASE, LAND USE IMPACT, CAPITOL IMPROVEMENT, MONITORING AND CONFORMANCE, AND DEFICIENCY PLAN.
