The proposed project consists of repairing storm damage of the weirs of an existing fish ladder and clarification of operations and maintenance (O&M) activities for the Santa Paula Creek flood risk management channel (FRMC). The repairs to the fish ladder consist of rounding the edge of the weir tops and encapsulating them with steel plating to improve durability. The O&M includes finalization of an O&M Manual that would establish a new sediment profile and design invert as a non-structural means to address scour occurring within the FRMC. The O&M Manual would guide O&M activities required to maintain the flood risk management function, design channel capacity, and fish passage capabilities of the FRMC. O&M activities would include, but not be limited to, routine monitoring and inspections, routine repair and maintenance of all FRMC components, routine sediment removal and regarding, and emergency repairs and maintenance. O&M responsibilities will be transferred to the Local Sponsor, the Ventura County Watershed Protection District, upon NOC.
