City-initiated Housing Element General Plan Amendment package to update the Housing Element adopted in November, 1992 as required by State law and to address current conditions and issues. The Element uses as "givens" many of the core community values expressed in the City's 1998 General Plan, "Envision Napa 2020", and continues many programs and policies from the 1992 element.
