Document Description
General Plan Amendment; Amend Floor Area Ratio Standards and Procedures for Downtown Commercial Property to clarify the purpose and application of the Floor Area Ratio (FAR) provisions for property with a Downtown Commercial (DC) General Plan designation. The three recommended changes are: 1) a change in the text (page 1-30) to reduce the base FAR from 2.0 to 1.25 to reflect the existing development intensity of the downtown area; 2) a provision to allow an increase above the FAR of 1.25 by Use Permit with special findings; and 3) a maximum FAR ceiling of 4.0 for all devlopment in the downtown area. The amendment clarifies that a discretionary review process (Use Permit with required findings) is required in the downtown commercial area for increases in FAR above 1.25, up to 4.0.
