The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20 prepared an addendum to a previously certified Environmental Impact Report for a Class 1* Permit Modification to amend the existing Hazardous Waste Facility Permit at the Demenno/Kerdoon dba World Oil Recycling Facility (Facility). The Class 1* Permit Modification will incorporate modifications to the Facility’s Waste Analysis Plan (WAP), included as Section C of the Permit Application. Modifications to the WAP are incorporated in accordance with a June 25, 2019, Consent Agreement and Final Order (CA/FO) between the Facility and the USEPA, pursuant to 40 Code of Federal Regulations Sections 22.13 and 22.18. Specifically, the Permit Modification will incorporate the following modifications to the WAP: 1) Addition of waste determination procedures for asphalt flux production from waste oil; and 2) Addition of procedures to include periodic determination at the point of generation for each waste stream processed through the solid waste reduction unit. The Facility has modified the WAP to comply with Sections H.61, H.62, and H.64 of the CA/FO. Additionally, the Facility has incorporated procedures for fingerprint analyses to document that wastes received comply with acceptance requirements. No changes in capacity or construction are proposed. This project would not affect any aspect of the environment and requires no new construction. All additional activities will continue to be consistent with the Hazardous Waste Permit and will not result in physical changes. There are no proposed physical changes to the Facility that were not included in the previously certified EIR, for which the prepared addendum is updating.
