Document Description
The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement number 1600-2004-0426-R5 pursuant to Section 1602 of the Fish and Game Code to the project applicant, California Department of Transportation. The applicant proposes to alter the stream to conduct mud rotary (wet) drilling in the areas of bent and abutment locations to collect soil samples for the future construction of a bridge spanning Spring Canyon and near Britannia, as part of the 905 Highway project. Access to the drill sites in Spring Canyon will require a 10-foot wide access road, free of vegetation and debris. The drill sites must also be clear. Prior to drilling activities, the Operator will clear and grub the proposed access paths and staging areas as shown on the submitted layout. No area beyond the access paths and staging areas, as defined on the layout, will be subject to disturbance. At the Britannia location, access will be through a disturbed parcel. A total of 9 borings are anticipated - 4 at the Spring Canyon location and 5 at the Britannia location. Bore holes are 6-inch maximum in diameter, and are approximately 150 feet in depth. All samples and bore cuttings will be contained during drilling and bagged or drummed for transport. Bore holes will be backfilled with bentonice pellets or other approved material. All disturbance will be within the footprint of the upcoming 905 Highway Project. The project is located just south of Otay Mesa Road, at Spring Canyon and near Britannia in the Otay Mesa area of San Diego County.
