Change the landfill design capacity based on improvements calculations from 2,200,000 to 3,156,000 cubic yards, change the estimate of the landfill closure date from 2006 to 2011; and allow a change in the quantity of processed green materials to be brought on-site from 50 tons per year to a maximum of 150 tons per day and a rolling seven day average of 70 tons per day, with an on-site storage limit of 450 tons.
