Document Description
The El Dorado County (County) prepared a Final Program Environmental Impact Report (EIR) for the "Carson Creek Specific Plan" (CCSP) which was certified by the County Board of Supervisors (BOS) in September 1996. In addition, an Amended Specific Plan for the CCSP and Final Program EIR was certified by the BOS in September 1999. The purpose of the Carson Creek Specific Plan (CCSP) was to establish comprehensive guidance and regulations for development of 710 acres in western El Dorado County which included facility improvements by the El Dorado Irrigation District (District). The District has confirmed that necessary facility improvements within the CCSP area include removal of the Business Park 2 (BP2) lift station, located on Golden Foothill Parkway, which is outdated and has been identified by the District as a high priority for replacement. The Final Program EIR indicated that all wastewater flows would bypass the existing BP2 lift station; however, removal of the facility was not specifically addressed. The removal of the BP2 lift station will require minor, technical changes to the Final Program EIR. Therefore, an Addendum has been completed by the District in accordance with CEQA Guidelines Section 15164, and none of the conditions requiring additional CEQA review apply.
