CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (# 1600-2019-0078-R5) to the project applicant, City of San Diego. The project proposes annual vegetation removal in order to prevent the establishment of vegetation within the maintenance area and dredging on an as needed basis when there is at least 2 feet of sediment accumulation behind the dam. If water is flowing during a maintenance activity, temporary diversion structures will be installed upstream of the work area to divert the flow around the work area. Dredging will occur by staging a backhoe on an unvegetated sand bar to remove accumulated sediments from behind the dam and stockpile them on bare ground outside the river. A skid-steer/bobcat will then be used to move the material from the stockpile to a dump truck. This project is a continuation of activities previously authorized under Streambed Alteration Agreement R5-2002-0069, which has expired, and will be conducted within the same 0.53-acre footprint. In that previous Agreement, the impacts were considered permanent in anticipation of periodic disturbance from ongoing maintenance activities. and mitigated accordingly.
