Document Description
The California Department of Toxic Substances Control (DTSC) approves the Hazardous Waste Facility Permit Renewal (Permit) for the Pacific Resource Recovery Services (PRRS) Hazardous Waste Facility located at 3150 E Pico Blvd, Los Angeles, CA 90023, for ten additional years. DTSC prepared an addendum to a previously adopted Initial Study/Negative Declaration (IS/ND) due to updates to the CEQA Guidelines, and as a result of the addition of two new units to the permit. The Permit Renewal is required to continue operating a Resource Conservation and Recovery Act (RCRA) equivalent Hazardous Waste Treatment, and Storage Facility for hazardous waste.
PRRS provides waste management services to a variety of industries that generate waste chemicals, many of which are typically used in the paint and coating industry. These waste streams often are generated from general surface preparation, clean-up, and equipment maintenance activities, as well as from paint application and clean-up activities. These types of chemicals are found in a multitude of industries, from paint manufacturing, automotive refinishing, and paint application to non-paint processes such as medical applications, inks, and metal plating. In addition, PRRS handles a variety of other hazardous wastes, including oil and petroleum-contaminated wastes.
The facility is proposing the addition of a new container storage unit, to be called the North Warehouse. The unit will be approximately 25,000 square feet and have a capacity of 145,640 gallons. The facility will be retrofitting the existing northern warehouse in order to make it a containerized hazardous waste management unit. This will entail the construction of approximately 650 to 750 lineal feet of concrete containment walls and roll berms, and application of chemical-resistant coating to existing concrete floor and new containment walls. All additional activities will continue to be consistent with the Hazardous Waste Permit and would result in minor physical changes. There are no ground disturbing activities proposed within the Permit Renewal, minor construction will take place within the existing warehouse and there are no proposed ground disturbing activities.
