The CDFG has issued an Agreement, Regarding Proposed Stream Alteration (SAA #5-126-99) ("agreement") to John Evans of Evans-Collins Community Builders ("applicant") in conjunction with the applicant's proposal to alter the above mentioned drainages and one isolated wetland area to develop 849 acres of the 1,795 acre project site, for the constructuion of a residential master planned community that would include residential, commercial, schools, parks, and natural preserved open space areas. The project will impact a total of 3.84 acre of stream beds and wetlands. The type of habitat impacted includes approximately 0.5 acre of cottonwood willow riparian (in Drainage 5 and the San Francisquito Creek overflow Channel ) and 0.11 acre of isolated weland located in planning area D. The remaining habitat consists of chamise chaparral, Venturan coastal sage scrub, alluvial fan sage scrub, and mainland cherry woodland. The project will impact 34 oak trees, of which, 2 oak trees are located within CDFG jurisdiction. Additional impacts within the Departments jurisdiction (but not included above), include approximately 12 acres of Riversidean alluvial fan sage scrub that are associated with Drainage 5 (5.23 acres), San Francisquito Creek south (4.04 acres), and San Francisquito Creek overflow (2.73 acres). The six unnamed drainage will be filled and graded, while San Francisquito Creek will be impacted for the construction of a bridge in the south channel and an at-grade crossing in the overflow channel.
