Document Description
Pursuant to CEQA Guidelines Sections 15162 - 15164, an Addendum to the previously certified EIR has been prepared. The proposed action consists of the issuance of a Full Solid Waste Facility Permit, in the form of a Compostable Materials Handling Facility Permit (SWIS #37-AA-0988), by the San Diego County Solid Waste Local Enforcement Agency which would allow the existing Otay Mesa Compost Facility to (1) receive Food Material, including curbside co-mingled organics, as composting feedstock, (2) increase the maximum permitted daily tonnage from 300 tons per day to 500 tons per day, (3) increase the maximum permitted site capacity from 12,500 cubic yards to 30,000 cubic yards, (4) change the permitted annual capacity from 90,000 tons to 180,000 cubic yards, and (5) utilize an aerated static pile compost process.
