Document Description
The proposal calls for 25 single family dwellings (sfd) in a planned-unit development on 7.4 acres and two commercial lots on 2.2 acres of a 44.7 acre property. The remainder of the property would be dedicated open space. The area proposed for the project is a disturbed, vegetated, sloped site on the eastern side of the 900 block of Oceana Boulevard, on lower Milagra Ridge. A previous EIR was prepared for the subject property in 1994 (the Milagra Terrace Subdivision). The 1994 project called for 64 sfd on 13.1 acres and 1 commercial lot on 1.4 acres, with remainder as dedicated open space. The 1994 project was found not to be in conformance with the City's General Plan and zoning designations, which resulted in a finding of a significant unmitigable impact. The General Plan Amendment and Rezoning of the property was later overturned by the Pacific voters in a referendum.
