Document Description
M.J. Baxter Drilling Co. is proposing to annex a net 32.2-acre parcel into the boundaries of the Lakeside Water District. The annexation will allow Baxter to use public water on all areas of the site. In order to comply with the previously approved Major Use Permit (P89-033) and Reclamation Plan (RP 93-001), Baxter must finish construction of four new industrial pads and expansion of an existing 6-acre pad. Access to public water is necessary because the Lakeside Fire Protection District has determined that an on-site well is insufficient for serving existing and future operations on the site. Connection to an existing 12-inch line, which lies within 1,500 feet of the property, would provide adequate fire flow to safely service the property. After completion of a detailed Environmental Initial Study, it has been determined that an Addendum to a previously certified Environmental Impact Report (EIR) is appropriate for adoption.
