Document Description
The project is the construction and operation of a Wastewater Treatment Plant (WTP) to serve the future residents of Live Oak Ranch. The Live Oak Ranch Specific Plan (SP 93-003) and Tentative Map (TM 5047RPL) were approved on September 28, 1994, and authorized the subdivision of 327 acres into 149 single-family residential lots, ranging from 1.0 to 3.0 acres in size. Due to high ground water, Live Oak Ranch was intended to be served by a community treatment facility, located on the west side of the community Valley Center. However, plans for the regional facility were abandoned by the Valley Center Municipal Water District (VCMWD) in 1997. On November 20, 1998, the Board of Directors of VCMWD acted to approve the conceptual design of the currently proposed small wastewater treatment facility on the Live Oak Ranch property. The plant will be dedicated to and operated by the VCMWD, as required by Board of Supervisors Policy 1-78 and the Public Facility Element of the General Plan.
