Document Description
Renewal of a Conditional Use/Surface Mining Permits, approval of a Reclamation Plan and review of Financial Assurance Cost Estimates for continued in-stream mining on the Singley Bar alluvial gravel mines located on the Lower Eel River downstream of Fernbridge. The site is located within the bankfull channel of the Eel River which is annually inundated from moderate to high winter flows. Winter flows reshape and replenish the bed of the channel with flood-washed alluvium. The bedload of the Eel River consists predominantly of sand and gravel. Sand and silt is typically deposited at high elevations and atop the banks. Annual extraction is proposed at up to 150,000 cubic yards of sand and gravel. No sorting or processing will be conducted on-site. The permitted annual extraction season for the Lower Eel River extends from July 23rd to October 15th. Operations can be extended beyond October 15th as authorized by regulating agencies. Extraction may last for as little as a few weeks or for as long as a few months, and the length of extraction is generally dependent upon the availability of extractable aggregate, the area and volume of extraction, availability of hauling vehicles and the method of extraction. Extraction of aggregate will be conducted with loaders, bulldozers and scrapers. It is proposed to load river run material directly to dump trucks or belly dumps, removing the aggregate to upland stockpile and processing sites at the Palmer Boulevard stockpile site north of Fortuna or the Alton Facility of Glendale facility. Annual extraction volume, location and methods are based on the recommendations by CHERT and other regulatory agencies. The permit term is 15 years and will expire July 28, 2022.
