Document Description
Approval of a Reclamation Plan for continued operations known as the Silva Estates gravel extraction on the Singley Bar on the Lower Eel River downstream of Fernbridge. The term of the Reclamation Plan is 15 years and will expire June 8, 2022. A determination of vested right of a maximum annual extraction of 10,000 cubic yards of river run sand and gravel was made in 1992. The Board of Supervisors approved a Reclamation Plan and adopted a Negative Declaration in 1992.
Access to the site is off of State Highway 211 via Substation Road. The extraction area is that area of the bankfull channel of the Eel River where permanently established riparian vegetation does not occur and which is annually inundated from moderate to high winter flows. A maximum of ten acres is disturbed. No sorting or processing is conducted on-site. Extraction of aggregate is conducted with loaders, bulldozers and scrapers. Annual extraction volume, location and methods are based on recommendations by CHERT and other regulatory agencies. The site has been intermittently mined since at least the 1800's. There are no changes to the vested mining operation.
The project is approval of the Reclamation Plan; the mining operations, and issues related thereto, are not within the scope of this project.
