THE UPDATING OFE THE ELEMENT IS INTENDED TO ENCOURAGE THE DEVELOPMENT OF FOWLER'S SHARE OF THE FRESNO COUNTY REGIONAL HOUSING NEEDL FOR ALL ECONOMIC LEVELS THROUGH THE YEAR 1996 AND TO ENCOURAGE THE REHABILITATION AND CONSERVATION OF EXISTING HOUSING IN THE CITY.
