THE PROPOSED 16,012-SQUARE FOOT BUILDING WILL REQUIRE A CONDITIONAL USE PERMIT PURSUANT TO THE KERN COUNTY ZONING ORDINANCE OR A LAND USE CHANGE AND REZONING TO AN INSTITUTIONAL OR COMMERCIAL DESIGNATION. DESIGN AND CONSTRUCTION OF THE FACILITY WILL BE ADMINISTERED
