The Project is the first of a two-phase process to close the 20-acre Site. The Project is subject to approval by the DTSC and, if approved, will be implemented by the County.
The Project includes placement of a low-permeability, vegetated, soil cover (Cap) over the Site to environmentally isolate potentially impacted soil. The Project will also include a Phase 1 soil investigation. This investigation will involve advancing a number of borings and excavating test pits to delineate the vertical and lateral extent of potentially impacted soil. After the completion of characterization, a risk assessment will be prepared to determine if soil treatment and removal are necessary.
The Phase 2 Final Closure Plan (P2FCP) activities may involves excavation and treatment of soil that does not meet closure standards. However, these activities cannot be determined until the risk assessment, to be conducted pursuant to the Project, is complete. Consequently, this SEIR does not analysis as the Project, and DTSC approval, before a final approval of the P2FCP.
