CONSTRUCTION OF A GAS OIL HYDROHEATER, HYDROGEN PLANT AND ADDITIONAL SULFUR RECOVERY FACILITIES. THE PRIMARY OBJECTIVE OF THIS PROJECT IS TO REDUCE THE SULFUR OXIDE EMMISSIONS FROM THE REFINERY'S FLUID CATALYTIC CRACKING UNIT IN ORDER TO COMPLY WITH AIR QUALITY MANAGEMENT PLAN.
