Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20 prepared an approval for a Hazardous Waste Facility Permit Renewal (Permit) pursuant to California Health and Safety Code, Chapter 6.5 for the Rho-Chem, LLC Hazardous Waste Facility (Facility). The Facility receives hazardous waste from off-site generators and other treatment, storage, and disposal facilities (TSDFs). The Facility is located at: 425 Isis Avenue, Inglewood, CA 90301 and operates under a current Hazardous Waste Facility Permit.
Rho-Chem, LLC applied for a Hazardous Waste Facility RCRA equivalent Permit to continue operating a Hazardous Waste Treatment and Storage Facility for Resource Conservation and Recovery Act (RCRA) hazardous waste. In accordance with CEQA Guidelines [Cal. Code Regulations., Title 14, §15164], DTSC is amending the Final Initial Study/Negative Declaration (IS/ND) to include the additional project activities: permit operational period of the Facility for ten years, analyze the potential impacts of proposed project changes, and update Biological Resources, Air Quality, and Transportation modelling from the previous Initial Study/Negative Declaration due to improvements in modelling methodology, and add analysis for Energy, Greenhouse Gas Emissions, Tribal Cultural Resources, and Wildfire resulting from updates to the CEQA Guidelines not previously analyzed.
This project will not have a significant effect on any aspect of the environment. All proposed activities will continue to be consistent with the current Hazardous Waste Facility Permit. An Addendum is the appropriate CEQA document for the Permit activities pursuant to the CEQA Guidelines [Cal. Code Regs., tit. 14, § 15164(b)] because none of the conditions described in the CEQA Guidelines [Cal. Code Regs., tit. 14, §15162] apply.
