AT THEIR JULY 1990 MEETING, THE PACIFIC FISHERY MANAGEMENT COUNCIL APPROVED A DRAFT AMENDMENT (NUMBER 5) TO THE WEST COAST GROUNDFISH FISHERY MANAGEMENT PLAN FOR PUBLIC REVIEWN AND COMMENT. THIS AMENDMENT IS IN RESPONSE TO FEDERAL RE- GULATIONS WHICH REQUIRE THAT EACH FMP INCLUDE A DEFINITION OF OVERFISHING I.E. A SET OF STANDARDS FOR AVOIDING OVER- FISHING, DETERMINING IF IT HAS OCCURED, RESPONDING TO OVER- FISHED STOCKS. THE AMENDMENT IS MOSTLY TECHNICAL IN NATURE.
