THE DOWNTOWN RECOVERY PLAN WILL PROVIDE A FRAMEWORK FOR THE ORDERLY REDEVELOPMENT OF THE DOWNTOWN AND THE REESTABLISHING OF RETAILING AND OTHER USES WITHIN THE DOWNTOWN AREA. THE PLAN WILL INCLUDE: GENERAL LAND USE RECOMMENDATIONS, URBAN DESIGN GUIDELINES AND A RETAIL STRATEGY.
