THE EMPHASIS OF THE PLAN IS ON ENERGY DEVELOPMENT, ALTHOUGH THERE ARE POLICIES FOR ENERGY CONSERVATION. FIVE ENERGY DEVELOPMENT PROJECTS ARE SPECIFICALLY REVIEWED; HOWEVER, MANY OF THE POLICIES AND MITIGATION MEASURES ARE GENERAL AND CAN BE APPLIED TO MOST DEVELOPMENT PROJECTS.
