PROPOSED PROJECT ALSO INCLDUES REZONING, ANNEXATIONS, SPHERES OF INFLUENCE AMENDMENTS AND OTHER ENTITLEMENTS NECESSARY TO ALLOW THE LAND TO DEVELOP.
