APPLICANT HAS REQUESTED A TIME EXTENSION FOR THEIR USE PERMIT FOR AN EXISTING SURFACE MINE AND HAS ALSO APPLIED FOR A USE PERMIT TO ALLOW THE RECYCLING OF NATURAL EARTH (SOILS) CONCRETE AND ASPHALT. RENEWAL OF THE USE PERMIT FOR THE QUARRY WILL NOT EXPAND OR ALTER THE USE OF THE EXISTING QUARRYING OPERATION AND, THEREFORE, WILL NOT INCREASE THE IMPACTS UPON THE ENVIRONMENT. PROPOSED RECYCLING CENTER IS AN EXISTING NON-CONFORMING USE. ISSUANCE OF THE USE PERMIT WILL BRING THE RECYCLING OPERATION INTO CONFORMANCE WITH THE COUNTY GENERAL PLAN WHICH ALLOWS RECYCLING CENTERS AT EXISTING QUARRIES. NO EXPANSION FO THE EXISTING RECYCLING OPERATION IS PROPOSED.
