THIS RULEMAKING REPEALS ALL OF EXISTING TITLE 22, DIV. 4, CH 30, CCR AND ADOPTS LNEW TITLE 22 DIV 4.5 CCR. THESE REGULATIONS REPRESENT THE STATE'S HAZARDOUS WASTE CONTROL REGULATIONS. L THIS RULEMAKING RECODIFIES EXISTING RULES AND CONFORMS THEM TO MORE STRINGENT FEDERAL RULES. THESE CHANGES ARE BEING MADE TO GAIN AUTHORIZATION FOR THE STATE TO ENFORCE ITS HAZARDOUS WASTE CONTROL PROGRAM IN LIEU OF THE FEDERAL PROGRAM.
