PRIMARY PURPOSE OF THIS PROJECT IS TO ELIMINATE THE EXISTING AT GRADE RAILROAD CROSSING OF OYSTER POINT BOULEVARD AND TO CORRECT OPERATIONAL AND SAFETY DEFICIENCIES WHICH ARE A FUNCTION OF THE CURRENT SUBSTANDARD RAMP AND INTERCHANGE DESIGN AT OYSTER POINT. IN ADDITION, THE PROJECT IS DESIGNED TO PROVIDE ADEQUATE CAPACITY (WHICH WOULD OTHERWISE BE LACKING) ON THE LOCAL STREETS, OVERPASS AND U.S. 101 RAMPS TO MEET THE TRAFFIC DEMAND FOR THE YEAR 2010.
