PURPOSE OF THE PROJECT IS TO CREATE CONDITIONS THAT WILL FAVOR REESTABLISHMENT OF A 53-AC. TIDAL MARSH. THE PROJEC6T CONSISTS OF EXCAVATING A 200-FT. WIDE LEVEE BREACH TO OPEN INNER CHARLESTON SLOUGH TO TIDAL ACTION FROM SAN FRANCISCO BAY, RAISE THE LEVEE BETWEEN THE SLOUGH AND AN ADJACENT SALT POND AND CREATE A LEAST TERN ROOSTING AREA.
