WIDE LEVEE BREACH TO OPEN INNER CHARLESTON SLOUGH TO TIDAL ACTION FROM SAN FRANCISCO BAY, RAISE THE LEVEE BETWEEN THE SLOUGH AND AN ADJACENT SALT POND AND CREATE A LEAST TERN ROOSTING AREA.
