THE PROPOSED PROJECT WILL CONNECT TWO EXISTING FREEWAY SEG- MENTS BY UPGRADING THE PRESENT FOUR LANE EXPRESSWAY TO A FOUR LAND FREEWAY AND ULTIMATELY A SIX LANE FREEWAY. ROUTE 198, IN THE PROJECT AREA, IS THE MAJOR CONNECTOR BETWEEN THE CITY OF VISALIA AND STATE ROUTE 99, THE PRIMARY NORTH-SOUTH TRANSPORTATION FACILITY IN THE CENTRAL SAN JOAQUIN VALLEY. AS SUCH, SR 198 SERVES AS THE MAIN ROUTE FOR THE MOVEMENT OF PEOPLE AND GOODS INTO AND OUT OF THE CITY OF VISALIA AS WELL AS SERVING SEQUUIA AND KINGS CANYON NATIONAL PARKS TO THE EAST. THE PROJECT IS NEEDED TO RELIEVE CONGESTION AND IM- PROVE SAFETY FOR MOTORISTS USING ROUTE 198.
