PROVIDE NORTHBOUND AND SOUTHBOUND PASSING OPPORTUNITIES BY THE ADDITION OF A 4 FOOT PAVED MEDIAN AND TWO 12 FOOT LANES WITH 8 FOOT PAVED OUTSIDE SHOULDERS TO THE EXISTING 2 LANE HWY. THE SHOULDERS WILL ALLOW FOR SAFE EMERGENCY EXIT, TIRE CHAIN ADJUSTMENT AND SAFE USE FOR BICYCLES.
