THE PLAN ADDRESSES WATER, SEWER, STORM DRAINAGE SYSTEMS, CIRCULATION AND TRANSPORTATION SYSTEMS, PARKS POLICE, FIRE ADMINISTRATIO AND OTHER SIMILAR SERVICES.
