WHEN THE CITY LANDFILL REACHES CAPACITY IN LATE 1991 OR EARLY 1992, THE CITY PROPOSES DIRECT HAUL OF CITY-COLLECTED SOLID WASTE TO THE COUNTY OF SACTO'S KIEFER BLVD. LANDFILL. SOME PROJECT VARIANTS ALSO INCLUDE COMPOSTING AND/OR RECYCLING OF A PROTION OF THE WASTE STREAM.
