IT WILL SERVE AS DESIGN CRITERIA AND PROVIDE CLEAR DIRECTION WITHOUT LIMITING CREATIVITY; THE SPECIFIC PLAN WILL BE BOTH THE ZONINGG ORDINANCE AND THE GENERAL PLAN FOR THIS STRETCH OF 111. THERE ARE NO SPECIFIED DEVELOPMENT PROPOSALS ACCOMPANYING THIS PLAN. CITY INITIATED.
