Document Description
The County of Riverside, as the Lead Agency for the El Sobrante Landfill Expansion Project, prepared and certified the July 1998 Update to the Final Environmental Impact Report (EIR) for the El Sobrante Landfill Expansion Project pursuant to the California Environmental Quality Act (CEQA) as part of their September 1, 1998 approval of the Project. The Update to the Final EIR analyzed a proposed lateral and vertical expansion of the existing EI Sobrante Landfill to a total 1,322 acres (1,144 acres attributed to the expansion with 178 acres for the existing landfill), of which 645 acres will be disturbed (467 acres attributed to the expansion and 178 acres for the existing landfill); and the total disposal capacity increased to approximately 108 million tons of municipal solid waste (100 million tons attributed to the expansion and 8 million tons attributed to the existing landfill), with a daily disposal capacity of up to 10,000 tons of waste. The County of Riverside then prepared and certified the March 2009 Supplemental EIR for the El Sobrante Landfill Solid Waste Facility Permit Revision Project pursuant to CEQA as part of their March 31, 2009 approval of the Project. The Supplemental EIR analyzed the following operational changes: 1) extension of the hours at the gate for waste delivery by four hours which had the effect of allowing for the acceptance of material for a continuous 24-hour period; 2) convert the basis of the maximum disposal tonnage limit from a daily metric of 10,000 tons per day to a weekly metric of 70,000 tons per week. El Sobrante Landfill, as part of its ongoing, long-term development plan for expansion, as needed to handle increased amounts of waste which were contemplated and previously analyzed in the El Sobrante Landfill Expansion Project and El Sobrante Landfill Solid Waste Facility Permit Revision Project, requires additional air pollution control equipment to control the amount of increased landfill gas to be produced. Specifically, the Project requires South Coast AQMD air permits for a new ultra-low NOx enclosed landfill gas flare and a desulfurization system consisting of two media-based adsorption vessels to service the flare. The proposed flare will have a combustion capacity of 6,325 standard cubic feet per minute, and it will be connected to a flare stack (dimensions: 13’ w. x 70’ h.), three 300 horsepower (HP) landfill gas blowers (with one of the three reserved in standby mode) controlled by variable frequency drives, and one 250 HP air blower system.
