SINCE A 1985 PROJECT REPORT AND EIR, A NUMBER OF CHANGES HAVE ACCUMULATED IN THE TALBERT VALLEY CHANNELS SYSTEM, INCLUDING THE HUNTINGTON BEACH, TALBERT, AND FOUNTAIN VALLEY CHANNELS, BOTH AS A RESULT OF CONSTRUCTION NOW UNDERWAY OR ALREADY COMPLETED, AS WELL AS A RESULT OF CHANGES IN PROPOSED DESIGN. A SUPPLEMENTAL EIR IS NECESSARY IN ORDER TO ASSESS ANY CHANGES, AND DISCLOSE ANY SIGNIFICANTLY DIFFERENT ENVIRONMENTAL IMPACTS THAT MAY OCCUR FROM THOSE DESCRIBED IN EIR 445.
