PREPARATION OF THE FIRST GENERAL PLAN FOR THE CITY OF MISSION VIEJO. THE DRAFT PLAN INCLUDES SEVEN MANDATORY ELEMENTS REQUIRED BY STATE LAW AND TWO OPTIONAL ELEMENTS (PUBLIC FACILITIES AND ECOMNIC DEVELOPMENT). THE GENERAL PLAN IS TO BE USED AS A GUIDELINE FOR THE CITY'S FUTURE GROWTH, AND EACH INDIVIDUAL ELEMENT ADDRESSES THE CITY'S PHILOSOPHY AND APPROACH TOWARD THAT PARTICULAR COMPONENT OF CITY GROWTH AND DEVELOPMENT.
