PUBLIC IMPROVEMENTS WOULD INCLUDE REHABILITATION OF PHYSICALLY OBSOLETE, DILAPIDATEDS OR SUBSTANDARD STRUCTURES AND OTHER BLIGHTING INFLUENCES, AND IMPROVEMENTS WOULD INCLUDE REHABILITATION OF PHYSICALLY OBSOLETE, DILAPIDATED OR SUBSTANDARD STRUCTURES AND OTHER BLIGHTING INFLUENCES, AND IMPROVEMENTS TO CURBS, GUTTERS & SIDEWALKS.
